Luiz Paulo Souto Fortes holds a BSc in Cartographic Engineering (Military Institute of Engineering - IME, 1981), a MSc in Computer Science applied to Cartography (IME, 1997), and a Ph.D. with a Post-Doctorate in Geomatics Engineering (University of Calgary, 2002 and 2013, respectively). He worked for 33 years for the Brazilian Institute of Geography and Statistics (IBGE), where he has served in many positions, as Head of the Department/Coordination of Geodesy, Deputy Director of Geosciences, Director of Geosciences, and Executive-Secretary of the National Commission of Cartography (CONCAR). He currently is an Associate Professor at and Chair of the Department of Cartographic Engineering, Rio de Janeiro State University (UERJ), where he coordinates the area of Geodesy and Surveying, in addition to teaching Satellite Geodetic Positioning, GPS Theory and Applications, and Basic Geodesy courses, among others.  Luiz Paulo has published more than 130 papers in national and international journals, proceedings, books and magazines. In the international context, he held the position of President of the Geocentric Reference System for the Americas (SIRGAS) from 1993 to 2007 and the position of President of the Permanent Committee for Geospatial Data Infrastructure of the Americas (PC-IDEA) from 2009 to 2013. Since 2007 he is a Fellow of the International Association of Geodesy (IAG). Other professional activities: Director of the National Committee of the International Union of Geodesy and Geophysics (IUGG) from 2002 to 2016, Representative of Brazil to the SIRGAS Directing Council and Member of the SIRGAS Scientific Council, both since 2007, Member-at-large of the Coordinating Board of the Global Geodetic Observing System (GGOS), of IAG, for the period from 2015 to 2019, etc. Among awards received, the following should the listed: Departamento de Ensino e Pesquisa do Ministério do Exército Award, as the top student of the undergraduate course at IME (1981); Distinction Diploma, as the top student of the Geometric, Physical and Satellite Geodesy Course of the Defense Mapping Agency (DMA) Cartographic School, Panama (1988); Best Paper Awards, Best Presentation Award, Graduate Student Award e Student Paper Award granted by the Institute of Navigation, USA/Canada (1998, 1999, 2000, 2002); Professional of the Decade of the Geotechnology Sector in Brazil, award promoted by MundoGEO (2011); and Certificate of Appreciation for Exemplary Leadership in Advancing Geospatial Information Management in the Americas, granted by the United Nations Statistics Division (UNSD), at the conclusion of his mandate as President of PC-IDEA, USA (2013).
